It's a pretty common piece used on HIll Climbers, Speedway and ATV's. The laynard goes around your wrist and is attached to the kill box on the handle bars. If you fall off it stops the motor. I believe you can still get the vintage ones from the West Coast Speedway suppliers like Cody and such.
